This is true. However, it is not "Criminals on the street" for which We The People have agreed the government cannot regulate or infringe our right to "bear arms." It is for the criminal element whenever it may inhabit our government.
Our government was not impowered to, nor did it grant USA citizens the right to bear arms. They are instead empowered to protect that right.
So far, they have done a piss poor job of it.
