He specifically mentioned over the 'last wheel' on the 'left' side, so I'm pretty sure he was talking about the fuel filler cap. The marker lights are on 'both' sides and over the rear idlers(?), not the rear wheels.
As you know, he is not real familiar with fuel fillers.
