IMP/Clark OC-4 Steering band rehab/reline

Most common would be unequal track tension. As for brake shoe adjustment, that's a possibility I suppose. Try loosening the adjuster on that side as a preliminary diagnostic.
When you had the cover plate off while you were dealing with the broken axle, how did the shoes look for even wear side to side? (looking back at your pictures they looked good). You didn't have to remove that brake band when you pulled the axle, did you?

I was told they only have three settings for tension, not sure if that is correct? Any advice on track tension would be great!!!!
 
Lots of factors play into drifting.

Air pressure.
Brake adjustment
Spine of the belting
Belt tension

Logic says it was working fine before the brokem axle, therefore brake bands probably not an issue unless you messed with the adjustment. What you DID do is unbuckle one of the tracks, though I don't know why that in itself would cause a change.
Adjusting track tension on these is a PITA, because you have to...once again...uncouple the track(s) to get to the idler wheel in order to move the position of it to one of three holes. I have never done it, therefore a neophyte. Redsqwrl is the man with knowledge...intimate with these machines. I'll be listening to learn
