I don't believe the woman in the crowd is the FBI assistant director. Look at their neck profiles. If is is the same woman that the official photos of the FBI assistant director are photoshopped.

SHE'S THE ONE THAT CALMLY WAVED HER CARDBOARD SIGN IN THE DIRECTION OF OF THE SHOOTER AS TO SIGNAL HIM GIVING HIM THE GO AHEAD. THEN CALMLY STARTED RECORDING USING HER PHONE. THAT WAS PLAIN AS DAY.
