It looks like someone used foam to seal around the toilet. Unfortunately, it looks like they used the triple expanding foam that really expands after it's been applied.
I know that's what it is.

Here is a one an a half minute video full of kids who just graduated from college with degrees that will probably never earn them enough money to pay back their student loans. I never even knew most of these courses of studies existed.
