Permits are required for over dimensional loads in Washington, wether commercial or not. If you purchase a trip-permit, as opposed to a 30-day blanket permit, you will normally be required to submit your route. I-5 to I-90 to US 97 may be required with very wide loads as opposed to US-2. There may be curfews, and there is signage requirements

The best source of info is the DOT Olympia office at 360-704-6340, the Port is not the best source. Permits must be bought from a dealer ( http://www.wsdot.wa.gov/CommercialVehicle/permittingoffices.htm ) or on-line in some cases. The Port does not sell them

Snowmobile trails are not open for snow cats but forest service roads are fair game and yes you need an orv license for the cat an adventure pass for parking your truck and trailer. The forest service requires you stay on forest service roads and obey all signage and closed gates if you come across any. As for trailering a 9'-6" cat, yes you need an oversize load permit that can be bought by the month or annually. Any thing over 8'-6" wide in Washington requires a permit and you must have oversize load signs on front and back of your vehicle and the load must have flags at the widest point on all four corners. You can buy an over dimensional non reducible load permit by the month here at any state permit office. I think they are $30.00 per month and it tells you all the curfews and movement requirements on the permit. If you would like a copy of that info I can email or fax a copy to you. I just spoke to the forest service and washington State Parks . Anyone with a motorized vehicle must have a plate and tags to drive on State owned land . There is one exception if you apply for a special use permit .
 
Anyone with questions on the Tags for your cat can get answers at the Cashmere DMV 509 782 3454 . Cashmere is 20mins from Leavenworth Washington . Or just contact your local office .
 
Example
10,000 pound rated trailer has four tires rated at 2910 psi (not air pressure)
this means your tires are rated for a load of 11,640 pounds
But remember you trailer is only rated for 10,000 pounds you can not exceed that .

I would hope that anybody towing a loaded trailer already knows this but I'm going to throw it out there just in case.
That 10,000# is the gross weight rating of the axles (combined). That means the weight of your load plus the weight of the empty trailer.
