Finally, the City of Detroit pinned their maleness on, and passed this ordinance.
What still makes me wonder, is why the insurance companies haven't been lobbying to do this. Are they? And I just didn't know it?

Detroit City Council Passes Cell Phone Ban

Detroit, MI (AHN) - The Detroit City Council has approved an ordinance that would ban the use of hand-held cell phones while driving anywhere in the city limits.
Violators would face $100 fines.
The Detroit News reports, however, that enforcement may be a problem.
Detroit Police Second Deputy Chief James Tate said the ordinance would be enforced if Mayor Kwame Kilpatrick signs it. The ordinance would allow hands-free cell phones and would exempt drivers making emergency calls.
The City Council passed the ordinance 8-1. If it becomes law, Detroit would be the first Michigan municipality to ban talking on cell phones while driving.
