After repair of my trac's variator I decided to test it. Since I know that bad parts can make noise, and given the VW engine is too noisy to hear over, I decided to drive it with a 5HP electric motor. During the test I found that the speed ratios were not uniform between right turn and left turn. By adjusting the nuts back and forth I got the correct tension and within 5 RPM for both turns lock to lock. The jerky turning is due to me reaching through the window to turn the wheel.
