What penalty is there for this type of counterfeit?

Is it the seller's problem? The consumer's problem? The importer? The distributor?

 Or give them to the x-wife and tell her to use it with the electric blanket:a1:

Bob,
I would "assume" its the manufacturers problem more than anyone else. Those mentioned above bought what they thought was a listed product, not their fault the first guy lied when he applied the label. I do know UL will revoke your rights to apply those labels when you do this. I have no idea if they follow through with any type of legal action though.
