We have the 3rd highest rate of carry licenses in the USA. The top 5 states are listed below, these are also the only states where at least 10% of the population has a license to carry. Footnoted in the rankings are states with 'Constitutional Carry' laws, states which issue non-resident licenses, etc.

* Permits not required to carry in 99.4 percent of Montana and a similar percentage in Idaho. For those people, the only reason that they would obtain a permit is to carry in other states.
