That is the owners fault..... he / she shouldn't have left the dog unattended. It is obvious that there is a reason for the Elizabethan collar on the dog... The dog is stressed enough with that on his neck. I feel sorry for the dog, not the owner. If it were my dog, and my wife left him like that, I would be mad at her, not the dog.
