Re. "it screams", I can't speak specifically for his engine setup on a lawn vac but it's been pointed out to me that they only sound like they're running near the "red line".

To my knowledge, all my smaller engines that run at full speed (generators, log splitter, mowers...) the full RPM's you can apply is only in the 3000 range. Most "red line" somewhere over 5000 RPM's. So although they sound like they're going full blast, there's actually a decent buffer in there.

Can anyone confirm the info provided to me?
 
Yes, max revs should be set around 3200 on engines. Even about 3400 they sound like they are way over-revving. By having the rpms set above 3200 all you are doing is wasting fuel :D
Engines will red line about 5000, and will blow around 6000.
 
Mith is right on the nose here. Just push the governor lever to see how far you really can wind them little motors up.

I recall as a kid driving my dad's Cub Cadet. The neighbor was driving his dad's Deere. Well, the Cub wasn't quite as fast as the Deere so I found out about the governor and could then take the lead.

After doing this for awhile (the summer), my dad got on it... It blew. I told him 20 years later what I was doing.:o
