new to me Bombardier SW48

I just bought one of these for cheap and have not picked it up yet. Two questions:

1) There is a collar around the gas cap that is filled with rain water. Seems odd. How likely is it that water got in the tank?

2) If its in neutral can I tow it forwards or backwards onto a trailer. I ask because I know with a Bobcat and its hydrostatic drive, you need to be very careful towing it.

If its unlikely there is water in the gas tank, I will try and start it and drive it onto the trailer. But I may end up winching it onto the trailer.

if it's got a manual transmission and brake steer go .you can even put a tow bar on it and tow it like a trailer if it's a new hydro drive unit you will need to see how to disengage the traction motors.
