I figure the Hillary stuff did prompt that. But that he would not rule out running for President in 2016. 
And he was being serious. LOL.
....he also said he hopes the American people think of him as being 'smart'. Too late for that Joe; you've opened your mouth far to many times to have folks think you are smart.
