Imp mystery part...wt heck is this?

Saw this gizzmo today while doing engine tuning stuff. Right side, down low almost level with the base of the oil pan, between the oil filter and alternator. Probably about 4 or 5 inches square, mounted apparently to the frame (though loosely, I can wiggle it). Confusion abounds; it has a 110V plug and a splined shaft meant to drive something but connected to nothing. And no, I haven't plugged it in to power.
What in the world could this be?

Could be a plate-style oil heater, kind of similar to those magnetic units that attach to the oil pan.
That was my first thought but what's throwing me is the splined shaft. Guess I'll have to go out and plug it in...see what happens.

Oh yeah babe, that's gotta be it! I've seen and used block heaters but never something Iike this.
Mine is somehow displaced and stuck to the frame and not the oil pan. That explains why I'm able to move it around a little bit.
