Gear oil on starter thiokol 3700

Pulling my starter and there is milky gear oil on it. I cut hole in skid plate and there's a drain plug??
This is a 3700 with I believe is the 670 diesel motor and hydrostatic drives. I have never seen gear oil on a fly wheel/ starter. Is this normal for this machine? If so what weight gear oil and how much?
I have almost nothing in my manual on this section in my manual.
