So do we blame Tom Ridge?

Perhaps Brown is the public fall guy, and perhaps some of it is justified because of the infighting that he seemed to favor as a tactic, but in order to prevent this in the future we need to root out the problem. If Ridge is the problem that he/his department needs to answer to someone.

I don't think the issue lies with a specific person. This sort of crap is always going to happen. I see it in the corporations I work in and with. It's really just the way groups of people work.

The biggest issue is all the different levels of bureaucracy and the bloat of the government. I'm sure half of these people's work lives is spent positioning their careers instead of doing work.

We need to push the money and the responsibility for disaster management back to the communities. It's naive to expect a large federal agency to be able to handle anything like Katrina in an effective manner.
