Back in the late 50's and early 60's these were the rage.
I've seen similar designs and noticed a couple things
No bathroom facilities
No sleeping area.
This must've been a short term shelter, very short term.

Many of the more detailed diagrams showed a "honey bucket" with liners. This diagram was the "bomb shelter" rather than the long term. A cousin used the USGov't financing to build a 2 bedroom, with bath under his back yard. Accessed by a slide from inside the house. Neighbors said he was crazy to want to survive. He privately chuckled that the Gov't built him a great tornado shelter. His place was in the middle of Tornado alley.

Back in that day school kids were told to hide under their desks. Amazingly, no one died.

There's enough in this facility to offer the essentials for a limited time to it's occupants. I guess they'd be safe from nuclear fallout, but unless they learn how to sleep sitting up, it'd be rather awkward for them to stay a night here.
 
While we joke about it now, the "under the desk" would potentially be useful. The teacher training that went along with it was if you see the flash, on the floor, don't delay. It was to protect from the concussion wave blowing in windows and other debris. . It certainly wouldn't help with a nearby boom.

Like the mask, it was patently ineffective. But we students had faith in our faculty and believed.
