It should be the same. What really matters is that once the Variator is completely assembled, and the steering wheel is exactly centered, the belt is parallel to itself and the belt is riding on equal size chives. Due to discrepancies in the castings, especially the ones for the bearing that press on the chives, they rarely are at exactly the same number of turns. Once you get the settings right it is from that point on that one needs to always do the tension adjustments with turning Both the Upper and the Lower adjuster the same amount. Both a quarter turn or both a half turn at a time. Failure to do it this way results in the machine turning well in one direction, and not in the opposite direction. It's all detailed in the section on rebuilding the Variator.
It's fairly common for people to adjust only the upper one, as it's easy to get at. It's pretty much a "dead-give-away" when the machine is going straight, and the wheel is not centered that this has been done.
