Do they pay you to live in Alaska?

My sister-in-law swears that the State of Alaska pays residents to live in the state.

She thought it was something like $5000 per year per person.

Could this be true?

I don't think she has been burdened by an over abundance of brains, but I'd like some proof, either way, regarding the question.
 
It is a dividend payment like you would receive from an investment portfolio. Some years is is a couple hundred, some over one thousand. It depends on the market price of oil and is based on a three year average. It is taxed with the IRS as any dividend is. Also has to be filed on a regular 1040 form. It always struck me as odd to have a one year old file a 1040 and pay a couple hundred in taxes...

I think you'll find that it is based on the five year average of earnings of the portfolio, independant of the price of oil, divided by the number of applicants.
