Sushi, that is not a Fiat tank. That is a Fiat bull dozer.
 
It looks like they took the under carriage of a mini excavator and put the car body on it. The blades on those mini excavators are for covering the hole up, not for digging. Couple that with the reduced weight from removing the hoe and you have just a cute little dozer incapable of doing any work. But it is cute.
