crusing RPM for ST4

is it stock? st4 that is about right on but your st4b may have came with a larger 1600cc engine.
 
mine will run comfortably between 3 and 4 k I try not to push it past 4 k as it's getting hard on the engine for long periods of time. absolutely do not lug it if you have to use full throttle to keep it at 3000 rpm on a hill or in deep snow shift down or you will burn up a motor if you equip yours with a cylinder head temp gauge, you will see just how fast the temp will spike when lugged
 
I did not have a tach in the camo machine and there was a ringing type squeel comming off the engine at about the giddy up speed. later in the season I installed a tach, kirk and don are right on. the sound I was hearing turned out to be the cooling fan whiring air beyond its designed efficiency. I was pushing the motor to about 4200-4500 with stabs to 5K ish causing the cooling belt grief.

There are quite a few write ups in the VW bug world about mods to the fan if you intend to cruise a little higher.

I do know that lugging them burns them up
I did that back in San Fransico hills many years ago
I am installing cyl. head temp gauge also
