I am not sure he has had it for his entire term in office.

But clearly he should have been removed via the 25th Amendment about a year, maybe 2 ago.

The media, politicians, his loving wife, and the White House staff all covered for him.

The best intel on this is Obama is calling the shots in the administration, via his proxy, Ron Klain. It certainly does appear that they (sic) are trying to set the world on fire on their way out the door.
