Anybody heard of SKYWARN?

It sounds like the old "Civil Defense" groups from the 60's-70's. I remember being amoung the storm watchers, and sitting in my car on an overpass above I-55 near Bolingbrook Il, looking in the night sky for a tornado. A boring but necessary activity.

Once, lighting struck the light pole under which I was parked.

That was interesting.
