Office of the Secretary
U.S. Department of Homeland Security

Remarks

August 10, 2006

· Good morning. I would like to provide you with the latest information that we have on recent events in the United Kingdom, and an update on the actions that we are taking to protect our citizens and to keep air travel safe and secure.

· As you are aware, British authorities have arrested at least 21 extremists, alleged to have engaged in a plot to detonate liquid explosives onboard multiple commercial aircraft departing from the United Kingdom and bound for the United States. This plot appears to have been well planned and well-advanced, with a significant number of operatives. The terrorists planned to carry the components of the bombs – including liquid explosive ingredients and detonating devices – disguised as beverages, electronic devices, and other common objects.

· While the operation was centered in Britain, we believe it was international in scope.

· We believe that the arrests in Britain have significantly disrupted this threat. We cannot assume, however, that it has been completely thwarted, or that we have fully identified and neutralized all members of this terrorist network.

· While there is currently no indication of any plotting within the United States, the federal government is taking immediate steps to increase security measures in the aviation sector.

· First, the United States Government has raised the nation’s threat level to our highest level of alert, Severe or Red, for commercial flights originating in the United Kingdom bound for the United States. This adjustment coordinates our alert level with the Critical, or highest, alert level that has been implemented in the United Kingdom.

· Further, as a precaution against any loose ends in the plot, and against any would-be copy-cats who may be inspired to conduct similar attacks, we will also raise the threat level to High, or Orange, for all domestic commercial aviation and for flights arriving in the United States from overseas.

· More specifically, in light of the nature of the liquid explosive devices designed by the plotters, we are temporarily banning all liquids as carry-ons in the cabin. No liquids or gels will be allowed in carry-on baggage. They must be checked. We will make exceptions for baby formula and medicines, but be prepared to present these items for inspection at the checkpoint. This will allow us to make adjustments to our screening tactics based on what we learn from this investigation.

· In general, packing lightly and minimizing clutter will do a great deal to make the screening process easier and faster.

· The Transportation Security Administration (TSA) will be implementing a series of security measures – some visible and some not visible -- to ensure the security of the traveling public and the Nation's transportation system.

· TSA is immediately implementing changes to airport screening procedures to prevent liquids or gels of any kind in carry-on baggage. The Federal Air Marshals Service (FAMS) will provide expanded mission coverage for flights from the United Kingdom to the United States.

· U.S. Customs and Border Protection will increase enforcement efforts in international arrival areas including the use of advanced targeting tools, special response teams including baggage and aircraft search teams, baggage x-ray equipment, specially-trained canine units, and explosive detection technology. These measures will be constantly evaluated and updated when circumstances warrant.

· We recognize that these measures are inconvenient. But they are proportionate to the very real threat to the lives of innocent people. What is important is that we are taking every prudent step to thwart new tactics of terror.

· Today, air traffic is safe. Air traffic will remain safe, precisely because of the measures we are implementing today.

· As always, the American public should remain aware, and report any activity they deem suspicious to local authorities or other appropriate law enforcement agencies.

· The American public can be assured that the United States Government is doing everything in its power, under the leadership of President Bush, and in cooperation with our British allies, to defend our nations. We will continue to provide updates throughout the day as appropriate, and now I’d like to turn to Attorney General Gonzales.

Also all the suspects in custody in England currently are English citizens of Pakistani decent.

24 arrests have been made so far in England by Scotland Yard.

Some arrests have been made in Pakistan, but no numbers were released.

There is no Al Quaida link made (at this point).
Apparently the NY Times published some information about the capabilities of the government in tracking some of these groups electronically. The government didn't want the information released. Sometimes you have to wonder if the press is working against our safety?

SIMILAR TOPIC, but NOT directly related:

It should also be noted that the 11 Egyption students are now on the most wanted lists. Several of them have been picked up, but I think just over half of them are still free.

I only heard a news blurb on the radio, but they stated that the students that were picked up had "no viable answers or excuses" as to why they were where they were when they were picked up by authorities. There is no indication that the 11 students from Egypt have anything at all to do with the airline plot.

Question? Has anything been confiscated in terms of explosives?
My understanding and I have limited access to all of this today but I heard they had the explosives ready to be mixed? Again I am only going by what I heard not on TV or radio just conversations overheard.

Another thing I heard was that people were saying the TSA did not know what they were doing?? And I can only laugh, they caught of bunch of terroist and now they are complaining because they can't have liquids on the planes today.

My daughter left the Dominican Republic this morning to fly back to Minnesota. I don't even know where here plane is right now. Last I heard she was still in Miami. It's 3:10pm now and she was to arrive here at 4:30pm.

I just want her home.

Unfortunatly, there is no wondering in my mind... IMO the press is the reason this war has lasted as long as it has, I blame them for our lost soldiers since we took Baghdad.....

Dont you love the ignorance of the general public? they complain that things arent safe, then in the same breath, complain that they are being inconvenianced...:pat:

I'm confident your daughter will be safe Murph, I still wish her a comfortable trip especially since it will surely be delayed with todays events.... Though as a parent, I know I'd be sick too.....Try not to think about it.

In my earlier thread I did mention the Al Queda link but that's what was implied on the news this morning @ 5:00AM.

No issue dood ............ dogs (and Kiotis) are use to being kicked around ....

Apparently the bomb is a combination of a British 'sports drink' which was not named, and some gel like substance.

Approximately 50 people are thought to be involved.

Apparently a "dry run" was supposed to take place within the next few days. The planes were supposed to be exploded in sequence, I've heard a couple differnt numbers, but roughly a dozen planes were being targeted.

Currently no liquids, gels or pastes are allowed on US or British airliners in the passenger cabin but can be "checked through" as long as it is INSIDE your luggage

drinks, water, juice, etc even if you bought them inside the airport
toothpaste
lipstick/chapstick
suntan lotion
mouthwash
shampoo/conditioner
skin lotion or gels
hair lotions or gels

British officials also banned cell phones, lap tops, keys with remote controls, etc. from being carried aboard on any flight leaving the UK.

Watching CNN it is amazing how f*****g stupid people are. They showed a dumpster they had people throw their banned good into, it was full of all sorts of things that have not been allowed for at least a few YEARS such as aerosol products! And I heard a radio interview of a guy who was upset that he could not fly with a knife! WTF? Are people really that stupid.

Yes. On CBS news this evening they said the Brits got chemicals, containers and detonaters. Apparently, it is a combination of hydrogen peroxide and some other household chemical(s), and the detonators were camera flashes. You can buy all this stuff a Wal-Mart. They were going to assemble the bombs once on board the aircraft.

Thanks. Does anyone get the feeling this is some kind of elaborate diversion tactic on their part?

Don't know, but I'm sure they will keep trying. We can never let our guard down.

No. But I do think that the Hezbollah's action against Israel was probably a miscalculated attempt to create a minor-diversion away from the Iran-Nuclear Bomb issue. Turned out to be a major-diversion. But this airline bombing plot is, at least in my mind, not a diversion at all. Everything I see it that it involves roughly 50 people in England and Pakistan, it has been in the planning stages for many months, and it is apparently very well organzied. I see no ties to Iran or Palestine.

BTW, there are now 6 of the 11 students from Egypt in custody. Just got one in Chicago.

Hats off to the airlines. I worried some about my daughter today. She arrived only an hour and 15 minutes late. Job well done. My daughter and her crew did not even know there was problems until they got to Miami. Miami was a dissaster but once out of there the airline did everything they could to get them back on schedule.
